As a Procurement Analyst in our team,you will conduct analysis of business, procurement, and financial data, interpret data, undertake end-to-end research, and make recommendations to support process improvement of procurement initiatives and business processes in the organization.
In this role, your key responsibilities will include:
Research and Analysis of Procurement Trends, Developments:
- Researching procurement industry trends/developments and best practices in other jurisdictions and the private sector, to identify opportunities for service improvements, process redesign and develop best practices, performance measures and benchmarks to support the division’s supply chain management objectives.
- Conducting analysis including statistical modeling of procurement, business, and financial data to identify trends, cost increases/savings, opportunities for aggregation, and interpreting data and results to support decision-making and policy/ trade agreements obligations.
- Coordinating surveys and analysing results to support performance measurement, benchmarking, measure efficiency of processes and value chains to identify areas of improvement for customer service and internal processes.
- Preparing reports, presentations, and briefings on assigned initiatives; supports the development of business cases, project plans and recommendations for business improvement strategies.
Standards/Tools Development and Implementation:
- Participating in working groups/committees related to developing, reengineering, and implementing procurement and business processes.
- Supporting process reviews and data analysis to identify opportunities and make recommendations to improve business processes, procedures, and policies.
- Developing data analytics models, tools, and prototypes to enable data-driven culture and support evidenced-based decisions.
- Assisting in the development of performance measurements and benchmarks to support evaluation of divisional services and processes.
Enterprise Vendor of Record Reporting:
- Monitoring and managing Enterprise Vendor of Record reporting processes, identifying, and investigating discrepancies and issues related to vendor usage data reports, performance measures in collaboration with internal stakeholders and vendors.
- Designing, developing, and maintaining data analytics tools to enable effective VOR contract/category management.
Project Documentation & Coordination:
- Leading and participating in the coordination of projects and initiatives that support continuous improvement, including business procedures, processes, and integrated solutions.
Consultation & Advice:
- Providing information to clients, stakeholders and management on interpretation, validation, and recommendations of business and statistical analysis applications applicable to Supply Ontario processes, and best practices.
Successful candidates will demonstrate the following:
Technical and Project Management Skills:
- Knowledge and experience in research methodologies and techniques, statistical analysis, database management, and risk analysis to conduct research and analysis and develop various models, tools, and prototypes.
- Proficient in computer applications including business intelligence, analytics, and reporting tools (Oracle Business Intelligence – OBIEE, Power BI, Python), project management, and database management systems.
- Proven project planning skills and organizational skills to conduct research, set priorities and ensure project completion within established timeframes.
- Proven experience to assess requirements, determine information sources, and appropriate analytical techniques to support assigned tasks and projects.
- Experience in public/private sector procurement practices and methods; government procurement policies, procedures, processes.
Analytical & Critical Thinking Skills:
- Ability to conduct analysis to identify root causes and isolate information into basic facts to the specific situation.
- Ability to review current procurement policies, processes, and practices; conduct impact analyses (e.g., in relation to the usage and cost data) and make recommendations to modify processes, standards and guidelines.
- Ability to provide information, research and analysis on public/private procurement trends, standards, performance measures and benchmarks.
- Ability to provide technical guidance and advice to team members on procedures and processes related to project implementation, objectives, and outcomes.
- Ability to provide technical advice and guidance to project leads and procurement advisors/consultants on the development and modeling of procurement data, analysis options, presenting and reporting on trends, workable solutions, and recommendations.
- Ability to provide guidance and advice to management on opportunities for continuous improvements in business processes and data analysis best practices.
Consultation & Partnership Skills:
- Strong oral and written communication skills to prepare briefing notes and materials, provide advice to staff, clients and management.
- Strong consultation skills to build effective partnerships with clients, vendors, and IT.
- Strong conflict resolution and facilitation skills to support working with project teams to identify potential issues, undertake process mapping and analyze problems that contribute to formulating recommendations to management.
