Overview
Supply Ontario has established a new Vendor of Record (VOR) arrangement for Vehicle Acquisition and Upfitting Services, effective July 1, 2024, Tender_19514.
This new VOR a arrangement replaces the previous Vehicle Acquisition and Upfitting VOR arrangement that had been in place since 2017. The term of the new VOR arrangement is four years and includes a vendor refresh option.
The VOR arrangement is mandatory for Ontario Public Service (OPS) ministries and agencies and is optionally available to non-OPS entities including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.
Agreements have been established with multiple vehicle manufacturers and upfitting vendors for vehicle acquisitions and upfitting of passenger, light commercial, service utility and enforcement vehicles with conventional, hybrid, electric, low-emission and emerging technology.
There are three categories under which the deliverables will be provided:
category 1 — General Vehicle Acquisitions Including Police/Special Service Enforcement Vehicles
category 2 — General Vehicle Upfitting and Accessories
category 3 — Custom Vehicle Fabrication
The Ministry of Transportation operates the Fleet Management Centre that manages the fleet for approximately 25 separate ministry clients. The FMC is responsible for the operations and acquisition program in coordination with the vendors, clients and vehicle delivering dealers.
Benefits
The new VOR arrangement is expected to continue to provide similar value creation for the public sector as the previous VOR arrangement.
- it provides the Ontario government the ability to obtain vehicles directly from the vehicle manufacturers, a benefit that is not available to most public organizations across Canada
- it ensures an allocation of vehicles for the Ontario government to ensure business continuity and availability of vehicles when shortages exist in the marketplace
- the Ontario government is offered concession discounts off the Manufacturer’s Suggested Retail Price
- it saves time, effort, and money by providing access to a catalogue of vehicles built to OPS specifications and ranked based on a total cost of ownership model
- upfitting vendors have the necessary experience, equipment, qualifications, and facilities to provide high-quality upfitting which is critical for OPS operations and must be completed using the highest quality products and craftsmanship
