Overview
Supply Ontario (SO) has established a new Vendor of Record (VOR) arrangement for Aviation Fuels, effective May 1, 2024.
This new VOR arrangement replaces the previous Aviation Fuels VOR arrangement that had been in place since 2018. The term of the new VOR arrangement is four years and includes a vendor refresh option.
The VOR arrangement is mandatory for Ontario Public Service (OPS) ministries and agencies and is available optionally to registered non-OPS buyers, which includes but is not limited to municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.
Aviation fuels refer to specific fuels required by fixed wing and rotary wing aircraft. There are two types of aviation fuel available through this VOR arrangement – Turbo Fuel (Jet A) and Aviation Gasoline. Within the OPS, these fuels are used primarily by the Aviation Services section of the Ministry of Natural Resources and Forestry (MNRF), and the Ontario Provincial Police (OPP) Aviation Services of the Ministry of the Solicitor General (SOLGEN).
The Government of Ontario requires aviation fuels in support of aviation services for programs which include:
- Fighting forest fires through aerial operations;
- Wildlife management and the provision of land and natural resource management;
- Emergency response;
- Surveillance and drug eradication; and
- Other requirements.
The three delivery methods for aviation fuels are:
- Direct-to-Aircraft;
- Bulk Delivery; and
- Drum Delivery.
Vendors must have the necessary experience, equipment, and facilities to manage and maintain aviation fuels goods and services at various locations across the province of Ontario (or external to the province of Ontario as may be required).
In some cases, clients will require extraordinary aviation fuel quantities and expedited delivery times. Vendors must be able to provide emergency/critical aviation fuels and related services upon request.
Benefits
The goods and services offered by Vendors are to be based on an “as-and-when required basis” within and outside of business days and business hours.
There is to be a primary vendor for each delivery location and in most cases, a secondary vendor who can be called upon to provide aviation fuel if the primary vendor is unable to do so.
