As an Accounting and Reporting Lead, you will be accountable for providing specialized financial accounting expertise, analysis, and leadership for the consolidation of Supply Ontario’s financial statements to meet government reporting requirements. You will lead the development and implementation of related accounting and reporting policies, business processes, financial information and reporting systems, and stakeholder training materials.
In this role, your key responsibilities will include:
Financial Reporting Leadership:
- Leads and consolidates the accurate reporting of agency financial statements related to revenue, expenditures, assets and liabilities to ensure the representation of the true financial position of the agency in the published Public Accounts.
- Leads the preparation of accounting/financial impact analysis of financial reports from agency program areas; conducts the agency’s period close process and coordinates/prepares annual agency statements and consolidated financial statements to ensure timely/accurate reconciliation of agency accounts.
- Provides oversight on the Public Accounts process, month-end and year-end requirements.
- Leads in-year financial analysis, including collection of financial data/information, for the agency; conducts quarterly financial analysis; prepares interim financial reports and consolidated financial reports; determines potential impacts of financial plans and in-year actuals on the year-end financial statements; develops financial risk assessments and forecasts of consolidation impacts; and develops, monitors, and reports on appropriate risk mitigation strategies for consolidation impacts.
- Analyzes agency financial statements for inclusion in the Public Accounts.
- Leads/oversees annual review/audit in support of production of the agency’s Financial Statements, including liaison with Office of the Auditor General staff to provide information during the planning and conducting of the annual audit of the agency’s year-end Financial Statements.
Managing Accounting Advice, Guidance & Training
- Provides specialized financial accounting and reporting expertise, analysis for, and leads the consolidation of financial statements and consolidation adjustments for inclusion in the Public Accounts to ensure that reporting entities meet professional accounting and auditing standards.
- Provides strategic/business advice, financial expertise and briefings to senior management on a range of critical business, accounting, financial and reporting risks and issues impacting consolidation reports; the financial health and performance of the business portfolio; the impact of consolidated reports on the Public Accounts.
- Establishes processes, directions and financial policy frameworks for agency reporting requirements.
- Serves as lead contact between agency and government on PSAS/accounting and reporting and financial performance issues.
- Provides issues management, senior expert advice, specialized briefings and presentations to senior management, makes recommendations, and takes remedial action as appropriate.
- Provides strategic business and financial/policy and program planning and design information, analyses, and advice to senior and program areas on a variety of financial reporting and financial performance issues, and meets audit standards and best practices.
- Prepares financial analyses, strategies and operational plans, recommendations, and briefing notes on corporate accounting and financial reporting initiatives, alternatives and issues in support of program design delivery planning and policy development.
- Provides leadership, advice, and information on the application of accounting and reporting requirements, standards and best practices.
- Leads the design, development and facilitation of training, including the development of all communication materials, on agency financial reporting standards, systems, processes, and guidelines for agency management and staff.
Financial Services & Systems:
- Leads the development and implementation of a range of financial and business processes, operational policies, procedures, and corporate reporting systems and tools to meet audit and agency requirements for the collection, recording, and consolidation of financial information/data.
- Develops and coordinates the maintenance of information and reporting mechanisms used by stakeholders and management to ensure the timeliness, accuracy and compliance/adherence to financial policies, processes and deadlines.
Project Management & Team Leadership:
- Leads others in providing financial services, advice and analytical expertise on financial accounting and reporting.
- Provides leadership and guidance to staff; coaches/mentors and provides training to new and existing team members on financial directives and processes, and assists in the resolution of related issues.
- Leads projects to develop special initiatives; develops work plans, including analytical approaches that are consistent with the objectives/needs and available resources, and provides financial advice.
- Provides project management for the review and continuous improvement of accounting and financial management and reporting methods.
Successful candidates will demonstrate the following:
Education & Experience:
- University degree preferably in Accounting, Business or Finance.
- 4 – 6 years’ experience in financial management, accounting and controllership, and financial systems in a public sector, provincial agency, or broader public sector setting.
- Professional Accounting Designation (CPA).
- Strong understanding and application of government accounting concepts, policies and standards including guidance from the Public Sector Accounting Standards (PSAS).
Knowledge & Skills:
- Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Standards (PSAS), consolidation theory and practice, financial and accounting theories and practices, normally acquired through on-the-job experience, to provide direction for the consolidation of agency financial information into the financial statements of the province; provide specialized financial expertise, advice, leadership, and training to the agency; and ensure compliance with agency and provincial requirements and standards.
- Financial policy/procedures and systems design/development principles and methods to lead the development and implementation of a range of financial and business processing/operational policies/procedures and corporate systems to meet audit and agency requirements.
- Government financial reporting processes and requirements to lead the year-end financial analysis and financial consolidation process for inclusion of agency financial statements in the Public Accounts.
- Leadership and project management skills to lead the analysis and review of assigned program components in the consolidation processes; and provide financial direction for the design, development, and delivery of training on agency reporting processes, systems, and standards.
- Oral and written communication skills.
- Systems design and development principles to lead the design, development and implementation of financial reporting systems.
- Performance measurement, financial and management processes to provide financial expertise and advice to clients regarding financial analysis, planning and management, and to develop/implement business processes and tools.
- Planning, organizational and training skills to promote effective financial reporting and provide training on accounting standards and financial management/reporting requirements.
- Use, operations, and capabilities of large scale computer systems for financial reporting (e.g. Dynamic 365) and to develop financial reporting requirements, generate reports, and meet agency and government requirements for recording and consolidation of agency financial information/data.
