Spécialiste principal(e) de la planification financière

As the Senior Financial Planning Specialist, you will be accountable for leading strategic business and fiscal planning, and provide financial advice, expertise and leadership on development and implementation of financial design and strategy including financial planning, financial policy development and implementation, reporting, capital and cash management planning and strategic financial management in alignment with overall organizational direction, start-up activities and evolving plans. 

Other key responsibilities include:

  • Providing advice, recommendations and support to senior executives on complex fiscal planning and financial management matters, promoting accountability, collaboration, and cooperation
  • Leading the development of comprehensive reports and financial statements to evaluate financial performance and stability of assigned Programs. Makes recommendations and implements appropriate remedial action for Programs that are not in compliance with approved budget limitations
  • Managing the preparation of monthly variance analysis for Programs, investigates actual expenditure variances, and provides explanations to ensure that expenditures are controlled and maintained within approved budget limitations
  • Leading the development of financial and administrative control policies and procedures for payments, financial reporting, and systems in support of assigned Program objectives and within accounting standards and best practices
  • Steering the design and enhancements of the financial systems by providing expertise in financial systems, overseeing necessary changes with development teams and ensuring compliance with regulatory standards and alignment with organizational goals
  • Leading the development and implementation of corporate fiscal planning and financial frameworks for assigned functional areas, fiscal management strategies, policies and procedures for effective long-term financial management
  • Leading, coordinating, and integrating the agency’s overall business and fiscal planning and contributes to and translates the agency’s strategic plan into actionable plans
  • Leading the development of objectives, criteria, and strategic work plans to drive the development of the agency’s multi-year fiscal plans and its annual strategic planning process, developing fiscal strategies, providing fiscal analysis, in year management and reporting related to the agency’s strategic and operational plans
  • Conducting the monitoring and detailed tracking of fiscal planning decisions relating to assigned Programs in order to ensure effective financial management and control, preparation of agency submissions and reports, and provision of advice to senior management
  • Leading, coordinating, and providing expertise for the analysis of assigned Programs, and funding requirements against program-specific and agency-wide risks and funding constraints
  • Leading the development of business cases, proposals, and processes to secure Treasury Board/Management Board of Cabinet (TB/MBC) decision and program resources for the agency to achieve strategic objectives
  • Leading preparation of government submissions (e.g. to Treasury Board/Management Board of Cabinet (TB/MBC), coordinates with MPBSDP, central agency and other key agency partners, and establishes strategies to achieve overall priorities, key performance indicators and objectives
  • Leading/coordinating the preparation of reports (e.g., expenditure status reports, reports on agency’s historical spending), TB submissions and proposals, Audit and Finance Committee submissions, and other documentation to inform senior management decision-making
  • Leading the communication, negotiation and reporting of business/fiscal risk assessment outcomes (e.g., areas with pressures or surpluses, reallocation of funding) and the implementation/results of risk management mitigation/management activities to senior management (e.g., alignment of resources with priorities)
  • Managing highly complex and sensitive consultations, consensus building and management of relationships between all key stakeholders including senior executives.  Develops new consultation processes and mechanisms to foster relationship efficiencies and accountability and aligned with broader governance structures, as required
  • Acting as the representative for the manager at finance meetings with senior executives, leveraging in-depth financial knowledge and strategic insight to effectively communicate and advocate for the team’s objectives and ensure continuity in decision-making when the manager is unavailable
  • Developing, monitoring and ensuring continuous improvement of financial policies, quality assurance programs, internal controls and processes to manage risks and ensure compliance with corporate financial policies, procedures and financial controls, including proper authorization/approval, and compliance with legislative and administrative requirements
  • Maintaining leading-edge awareness of new fiscal/restructure trends, developments, issues, and innovations in Program areas and other relevant changes, ensuring senior management is informed of developments and their implications for fiscal and/or agency policy.
  • Supporting the development of funding/revenue models and cash management and treasury functions in support of Supply Ontario business and operating models
  • Providing oversight and application of financial management framework principles of value for money, sustainability, accountability, and transparency in strategic planning
  • Assessing policy/program operational and financial implications and provides strategic advice to senior management on the integration and alignment of projects and related initiatives, planning models, program and performance measurement, and risk management strategies.
  • Providing risk analysis and support to key partner in terms of impact analysis, risk assessment and operation integration (financial focus) design
  • Supporting the planning and assessment of financial due diligence activities associated with potential opportunities for integration and partnership with other stakeholders/organizations.

Successful candidates will demonstrate the following:

  • University degree preferably in Accounting, Business or Finance. 
  • Extensive experience in finance, business, and strategy
  • Minimum of 6 to 8 years experience in fiscal planning, financial management, and financial systems in a public sector, provincial agency, or broader public sector setting
  • CPA or similar Accounting designation is an asset
  • Experience in development and analysis of financial services, and funding models and business strategies
  • Knowledge of financial and public sector policies, financial management, budget allocation, financial planning, business planning and implementation and expenditure forecasting and reporting
  • Knowledge of modern controllership, Chart of Accounts, delegation of authority structures, and internal control mechanisms and risk management
  • Extensive knowledge of governance and accountability best practices principles and mechanisms as they apply to the public sector, broader public sector and public/private partnerships  
  • Understanding of financial service delivery models to ensure practical implementation of frameworks, policies and services.
  • Ability to think strategically to understand external impact on internal strategy, consider how present policies, processes, and methods might be affected by future developments and trends.
  • Ability to align priorities, often competing, with strategic directions of Supply Ontario
  • Strong analytical and problem-solving skills
  • Excellent collaboration, communication, customer service and relationship management skills
  • Project management skills to plan, prioritize and manage financial related projects and project resources
  • Ability to achieve challenging objectives and strong results through innovation in a fast-paced environment

This job offers the opportunity to work from home as part of a hybrid work arrangement; at the time of posting, this position would require in-office presence 3 days per week, based on current operational requirements.
