Overview
Supply Ontario has established a new Vendor of Record (VOR) arrangement for Security Guards Services. There are 20 qualified vendors, each in one or more of the five defined geographic regions of Ontario and includes Level I, Level II, Level III, and Supervisor classifications.:

The VOR arrangement, which became effective on December 02, 2023, is for a term of up to five years with no option for extension. There will be an annual refresh when additional vendors may be added to the VOR.
The VOR arrangement is mandatory for OPS ministries and agencies, and it is optionally available to non-OPS entities, including municipalities, academic institutions, school boards, health care providers, and major transfer payment recipients.
For agreements executed prior to this VOR arrangement, the term can remain as defined within your ministry’s agreement.
The VOR establishes a list of pre-qualified vendors that can provide the necessary service throughout the province of Ontario, providing choice to clients while promoting competition through a second-stage approach.
Clients must note that a Statement of Work (SOW) cannot be signed after the expiry of the Master Agreement, which is December 1, 2028. Also, any SOW signed prior to the expiry of the Master Agreement cannot extend beyond six months from the Master Agreement expiry date.
Benefits
- This VOR arrangement saves time, effort, and money by providing fast and streamlined access to security guard services from vendors with the necessary experience, qualifications, and infrastructure to support OPS requirements throughout Ontario.
- The Security Guard Services VOR arrangement will:
- Increase access to French-speaking guards;
- Provide long-term discounts for periods of one to three months, four to six months, and for over seven months
- There is a new, improved Request for Service (RFS) form created using convenient Excel functions. This RFS form will allow clients to select a relevant VOR vendor based on the postal code of service location and announced pricelist and obtain all necessary information to submit the RFS.
